PUBLIC PRIVATE PARTNERSHIP FACILITATION

Public private partnerships involve unique problems.  Combining politics with profit is not always seamless.  Often private developers and companies will negotiate with political leaders and announce a "deal" without having engaged the public in a dialogue on the project.  The development often faces unexpected hurdles that could easily have been vetted before hands were shaken and details were committed to paper.

The La Jolla Center believes a proactive approach is much more conducive to a doable, supportable project.  Engaging the public through a series of town hall meetings, convenings or other facilitation models builds support for the project and raises important issues that negotiating parties may not have discussed.  Given the environmental review requirements applicable in California, its is most important to investigate public support or opposition.  Knowing the landscape prior to undertaking the project saves time and money, focuses the parties on early resolution of important issues and builds political capital.
